Residential Sewer Service
The ECUA is a non-profit, non-taxing agency. Rates for wastewater service are
structured to cover the cost of providing services. Following are current rates that are
subject to change, based on ECUA Board action.
Guidelines for Customers
Applying for Commercial Water or Sewer Services.

Sewer Averaging
Your monthly sewer charges are based on the
average number of gallons of water you use during the winter months. The first
meter reading on or after November 1of each year will start your averaging
period, and will include two actual meter readings (one at the start of the
period and one at the end), and one estimate (for billing purposes). Sewer
averaging will continue through the next two months.
Mainland Sewer Service Rates
Sewer rates are calculated based on water consumption. The charge for wastewater
service to customers is a minimum monthly fee of $8.99 which includes 2,000
gallons of usage (consumption). Monthly consumption in excess of 2,000
gallons is charged at the rate of $4.90 per thousand gallons. Monthly
consumption for residential wastewater customers is capped at 15,000
gallons per month.

ECUA Sewer Expansion Program
There are over 30,000 septic tanks in service in southern
Escambia County.
Effluent from septic tanks cause public health risks in some areas and
contribute to degradation of area surface waters.
Since its inception in 1997 the ECUA Sewer Expansion Program
has been successful in bringing sewer service to approximately 2,357 properties
where service was not previously available. To date, over 1,751 septic tanks
have been abandoned as a result of existing homes connecting to new sewer
systems.
Since 1997, funds in the amount of $9.1 million have been expended on sewer
expansion projects. Another $8.1 million has been committed. The average cost
per new connection under this program is between $6,000 and $7,000. There has
been no major impact on ECUA rates as a result of the Sewer Expansion Program.
